Just wrote again to complain, sigh, the noise is driving me nuts. Especially nowadays when I'm clearing my leaves, I can't even nap or watch my DVD in peace. It is either the sound of the excavator, the metal cutting sound, knocking sound, or some high pitch blowing sound...... ARGH
I thought I can get used to it, but don't think I ever will.....

Dear Prime Minister & Ministers,
I've written multiple times to NEA and also to a few ministers regarding the noise pollution from the construction site.
Here is a short summary:
1) Wrote to Punggol and Sengkang Town council on 7th Sep 2008 and gotten a reply from NEA on 19th Sep 2008
Jumain SUAIP from NEA assured me that they have sent people to inspect the site and informed the contractor not to carry out noisy construction at night or during the weekend. Furthermore, I was also told that they have installed a device at the construction site to gather the noise level and will monitor the situation.
Either the NEA was seriously mistaken about visiting the site or the contractor did not understand them well enough, the construction seems to go on regardless of either day or night, weekday, weekend and even public holiday. It can start as early as 7.30am and even last till 11.30pm on some days.
Can you imagine the noise outside was louder then my party session during Christmas day?
During normal days, I have to blast my TV just to even hear what was being shown.
2) Wrote again to the following ministers and NEA on 1st Nov 2008, but then was totally ignored. I was led to believe that the ministers wanted to engage Singaporeans to gather feedback, but when we wrote to them, there wasn't any reply. To further illustrate my point, I even did a sample recording of the noise using a normal handphone. I hereby re-attach the recording, for your reference.
NEA:
jumain_suaip@nea.gov.sg. The NEA personnel that wrote to me on 19th Sep 2008. No response.
Minister for the Environment and Water Resources :yaacob_ibrahim@mewr.gov.sg If this is not noise pollution, I don't know what is. No response.
Minister for Education:
ng_eng_hen@moe.gov.sg, Since the site is building a Primary School. No response.
Punggol MP:
penny_low@prpg-grc.sg. Email bounced because the mailbox was full. Thinking that since it was a weekend, I wrote in again on 3rd Nov 2008, but the email bounced again, obviously the mailbox is not being monitored!
I have the following questions:
1) Is it necessary to have so many schools in Punggol? If I'm not wrong, there are already about 2 primary schools and 2 secondary schools within walking distance. If only we have more of other facilities like shopping centre, parks or covered walkways from LRT stations and bus-stops.
2) Is it necessary to build a school so near to HDB flats? It is barely 10m away from our flats. Even if it is necessary, is it really so urgent that they must start work so early in the morning (Before 8am) and work till so late (After 11pm). And even work on weekends and public holidays? Even if they don't need rest, I hope I can enjoy my weekend and holiday without all the noise and fumes.
3) I'm not sure how noisy is 55dBA and there is no way I can find out unless I have a sound detection device. If something wakes you up or makes you frustrated day in, day out, does it matter whether it is 55dBA or 550dBA?
4) What is the point of having ministers publishing email addresses on the web, but when we write in, we won't get any response? It is more frustrating then not being able to find their email address!
